La qualit\u00e9 du r\u00e9seau cyclables existant pr\u00e9sente aussi des d\u00e9fauts, comme nous l\u2019avons soulign\u00e9 dans notre journal papier.<\/p>\n\n\n\n<p><span class=\"has-inline-color has-accent-color\"><a href=\"https:\/\/issuu.com\/tcsvaud\/docs\/0321_vd\" target=\"_blank\" rel=\"noreferrer noopener\">Lien vers notre journal du 3 mars 2021<\/a><\/span><\/p>\n\n\n\n<p><span class=\"has-inline-color has-accent-color\"><a href=\"https:\/\/issuu.com\/tcsvaud\/docs\/0321_vd\" target=\"_blank\" rel=\"noreferrer noopener\">Lien vers notre journal du 2 d\u00e9cembre 2021<\/a><\/span><\/p>\n\n\n\n<p>L\u2019objectif pr\u00e9sent\u00e9 en novembre est clair. Gr\u00e2ce \u00e0 sa nouvelle strat\u00e9gie, le Conseil d\u2019\u00c9tat veut multiplier par cinq la part moyenne des d\u00e9placements \u00e0 v\u00e9lo dans le canton d\u2019ici 2035.&nbsp; Les Vaudoises et les Vaudois \u00e2g\u00e9s de \u00ab8 \u00e0 80 ans\u00bb sont appel\u00e9s \u00e0 p\u00e9daler au quotidien, qu\u2019ils habitent en ville ou \u00e0 la campagne. La strat\u00e9gie se d\u00e9cline en trois volets.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">La promotion du v\u00e9lo et de ses bienfaits<\/h3>\n\n\n\n<p>Le Canton veut d\u00e9velopper une culture du v\u00e9lo. Afin d\u2019inculquer la bonne conduite d\u00e8s le plus jeune \u00e2ge, peut-on imaginer une r\u00e9elle formation pour les enfants directement \u00e0 l\u2019\u00e9cole, comme cela se fait dans d\u2019autres pays? Cheffe de projet \u00e0 l\u2019\u00c9tat de Vaud, Zo\u00e9 Dardel r\u00e9pond qu\u2019il est encore trop t\u00f4t pour d\u00e9tailler le contenu de ce volet, mais que la formation des jeunes cyclistes serait en effet b\u00e9n\u00e9fique. Un sujet d\u2019ailleurs \u00e9voqu\u00e9 avec elle dans un article traitant de la cohabitation entre les diff\u00e9rents types de cyclistes eux-m\u00eames. Zo\u00e9 Dardel \u00e9tait alors secr\u00e9taire g\u00e9n\u00e9rale de PRO V\u00e9lo Lausanne.<\/p>\n<\/div><\/div>\n\n\n\n<p><a href=\"https:\/\/issuu.com\/tcsvaud\/docs\/0920_vd\" target=\"_blank\" rel=\"noreferrer noopener\">Lien vers notre journal de septembre 2020<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">D\u00e9velopper les infrastructures<\/h3>\n\n\n\n<p>Ensuite, il s\u2019agit de d\u00e9velopper les infrastructures cyclables sur un p\u00e9rim\u00e8tre plus \u00e9tendu, pour cr\u00e9er un territoire propice aux d\u00e9placements \u00e0 v\u00e9lo. Le Canton am\u00e9nagera les infrastructures cyclistes non plus au gr\u00e9 des opportunit\u00e9s, mais de mani\u00e8re proactive et acc\u00e9l\u00e9r\u00e9e, explique-t-il. Le Canton ne va pas travailler sur toutes les routes, a cependant rappel\u00e9 Zo\u00e9 Dardel. Il op\u00e9rera des choix selon des crit\u00e8res encore \u00e0 d\u00e9finir. On sait cependant que le r\u00e9seau sera divis\u00e9 en plusieurs niveaux, qui orienteront les actions cantonales.<\/p>\n\n\n\n<p>Ainsi, le r\u00e9seau cyclable cantonal 2035 se compose d\u2019un <strong>r\u00e9seau utilitaire<\/strong> et d\u2019un <strong>r\u00e9seau de loisirs<\/strong>.<\/p>\n\n\n\n<p>Le r\u00e9seau utilitaire regroupe les itin\u00e9raires utilis\u00e9s pour une pratique qualifi\u00e9e de quotidienne (travail, formation, achats, divertissements). Ces itin\u00e9raires cherchent \u00e0 optimiser l\u2019efficacit\u00e9 du d\u00e9placement, en empruntant les chemins les plus directs.<\/p>\n\n\n\n<p>\u00c0 l\u2019int\u00e9rieur de ce r\u00e9seau utilitaire, il y a le <strong>r\u00e9seau structurant<\/strong>.&nbsp; C\u2019est celui qui relie entre eux les p\u00f4les pr\u00e9sentant les plus grands potentiels en termes de d\u00e9placements \u00e0 v\u00e9lo. Il assure les liaisons vers les interfaces de transports publics. Ce r\u00e9seau structurant sera compos\u00e9 \u00e0 70-80% de pistes cyclables hors travers\u00e9e de localit\u00e9. Celui-ci compl\u00e8te le maillage constitu\u00e9 par le r\u00e9seau structurant. Il assure donc les liaisons entre les p\u00f4les, les localit\u00e9s et les interfaces de moindre importance. Cr\u00e9dit Canton de Vaud<\/span> <\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Du soutien<\/h3>\n\n\n\n<p>Le troisi\u00e8me volet concerne le soutien n\u00e9cessaire pour mettre en place cette nouvelle strat\u00e9gie. On parle l\u00e0 de moyens financiers, humains, mais aussi organisationnels.<\/p>\n\n\n\n<p>La strat\u00e9gie pr\u00e9voit en effet le financement des \u00e9tudes pour l\u2019am\u00e9nagement du r\u00e9seau utilitaire structurant et la planification des r\u00e9seaux cyclables. Mais elle projette aussi la cr\u00e9ation d\u2019un centre de comp\u00e9tences v\u00e9lo au sein de la Direction g\u00e9n\u00e9rale de la mobilit\u00e9 et des routes (DGMR). Il faudrait alors cr\u00e9er une dizaine de nouveaux postes. Cette nouvelle politique pr\u00e9voit \u00e9galement la cr\u00e9ation d&rsquo;une plateforme cantonale de coordination pour soutenir l\u2019effort collectif de promotion.<\/p>\n\n\n\n<p>Le Conseil d\u2019\u00c9tat veut \u00e9galement soutenir davantage les communes et les r\u00e9gions dans le domaine du v\u00e9lo, afin d\u2019assurer une coh\u00e9rence sur tout le territoire cantonal. C\u2019est pourquoi il pr\u00e9voit notamment la prise en charge de l\u2019am\u00e9nagement et de l\u2019entretien des pistes cyclables du r\u00e9seau cantonal structurant. Il compte \u00e9galement accorder des subventions pour la r\u00e9alisation d\u2019am\u00e9nagements et leur entretien sur des routes cantonales en localit\u00e9.
