Tour d\u2019horizon du 30 km\/h, th\u00e8me autant clivant qu\u2019\u00e0 la mode!<\/strong><\/h3>\n\n\n\n<p>H\u00e2tez-vous lentement! On n\u2019aura jamais autant parl\u00e9 de limitations et de r\u00e9duction de vitesse de trafic que ces derniers mois. Le sujet est sur toutes les l\u00e8vres et dans toutes les oreilles: un bourdonnement incessant presque aussi pr\u00e9sent que le ronron des nuisances sonores aux abords des routes!<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Comment \u00e7a a commenc\u00e9?<\/strong><\/h5>\n\n\n\n<p>En 2017, le Canton de Vaud et la Ville de Lausanne lancent un essai pilote d\u2019abaissement de la vitesse \u00e0 30 km\/h de nuit. On ralentit sur les avenues de Beaulieu et Vinet, dans le chef-lieu vaudois. Encourageants, les <a href=\"https:\/\/30kmhdenuit.ch\/2019\/08\/30\/efficace-pour-diminuer-le-bruit-routier-le-30km-h-de-nuit-est-pret-a-etre-deploye-a-lausanne-et-ailleurs-dans-le-canton\/\" target=\"_blank\" rel=\"noreferrer noopener\">r\u00e9sultats<\/a> sont pr\u00e9sent\u00e9s en ao\u00fbt 2019. S\u2019en suivent une consultation, une mise \u00e0 l\u2019enqu\u00eate puis un recours, d\u00e9bout\u00e9.<\/p>\n\n\n\n<p><strong>En septembre 2021, Lausanne devient la premi\u00e8re ville de Suisse \u00e0 g\u00e9n\u00e9raliser le 30 km\/h, sur tous ses grands axes, entre 22h et 6h du matin.<\/strong> Soit pr\u00e8s de 60 kilom\u00e8tres de voirie urbaine, \u00e0 emprunter d\u00e9sormais au pas, ou presque, \u00e0 l\u2019heure o\u00f9 les poules sont couch\u00e9es. Comment a-t-on choisi le p\u00e9rim\u00e8tre d\u2019application? En ciblant la densit\u00e9 de la population aux endroits o\u00f9 les d\u00e9passements de valeurs limites du bruit ont \u00e9t\u00e9 constat\u00e9s. Le seuil fix\u00e9 est de 200 habitants\/km. En tout, quelque 33\u2019000 riverains b\u00e9n\u00e9ficient directement de la mesure. <\/p>\n\n\n\n<p><strong>Depuis, plusieurs communes ont d\u00e9cid\u00e9 de rejoindre la tendance et de passer aux 30km\/h de nuit. <\/strong>Vevey et Vich l&rsquo;appliquent d\u00e9j\u00e0. Cossonay, Cugy, Montreux, Denges, Pully, Prilly, La Tour-de-Peilz et Payerne ont d\u00e9pos\u00e9 une demande en ce sens.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Et aujourd&rsquo;hui?<\/strong><\/h5>\n\n\n\n<p>La ville de Lausanne ne s\u2019arr\u00eate pas l\u00e0. <strong>Le Plan directeur de Lausanne pr\u00e9voit de g\u00e9n\u00e9raliser le 30 km\/h, en journ\u00e9e maintenant, d\u00e8s 2030.<\/strong> Qu\u2019est-ce que ce plan directeur? \u00abC\u2019est un outil de planification qui regroupe 80 principes et 320 mesures pour g\u00e9rer et d\u00e9velopper le territoire communal, a indiqu\u00e9, sur les ondes de la <a href=\"https:\/\/www.rts.ch\/info\/regions\/vaud\/13432329-la-ville-de-lausanne-prevoit-de-generaliser-le-30-kmh-en-journee.html\" target=\"_blank\" rel=\"noreferrer noopener\">RSR<\/a>, le conseiller Val\u00e9ry Beaud. La mesure la plus contest\u00e9e par la minorit\u00e9 est celle d\u2019\u00e9tendre le 30 km\/h sur toute la journ\u00e9e.\u00bb Forc\u00e9ment! Un retour en arri\u00e8re, au temps b\u00e9ni du 50 km\/h en ville, de jour comme de nuit. L\u2019occasion de constater le clivage total que provoque la th\u00e9matique. Les d\u00e9put\u00e9s vaudois ont finalement appuy\u00e9 la p\u00e9tition par 68 voix contre 66 et une abstention. Le texte, non contraignant, est renvoy\u00e9 au Conseil d&rsquo;Etat qui devra y r\u00e9pondre dans un d\u00e9lai de trois mois.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Ailleurs aussi, on freine!<\/strong><\/h5>\n\n\n\n<p>C\u2019est que ces d\u00e9cisions sont avant tout \u00e9minemment politiques. Et fort suivies: les villes s&#8217;embo\u00eetent le pas, se surveillent et se copient! Si Lausanne d\u00e9cide de ralentir le trafic diurne et nocturne de fa\u00e7on globale, elle suivrait ainsi le calendrier de Zurich et de Gen\u00e8ve. Elles aussi tablent sur un passage au 30 km\/h g\u00e9n\u00e9ralis\u00e9 en 2030. A <a href=\"https:\/\/www.paris.fr\/pages\/generalisation-de-la-vitesse-a-30-km-h-les-parisiens-ont-donne-leur-avis-16967\" target=\"_blank\" rel=\"noreferrer noopener\">Paris<\/a>, c\u2019est d\u00e9j\u00e0 le cas depuis le 30 ao\u00fbt 2021.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Pourquoi cet effet de mode?<\/strong><\/h5>\n\n\n\n<p>Parce que le bruit tue! <strong>En Suisse, le vacarme du trafic routier constitue la source de nuisance sonore la plus importante.<\/strong> C\u2019est la responsabilit\u00e9 du Canton et des communes de lutter contre cette pollution. Pour soutenir leurs actions, la Direction g\u00e9n\u00e9rale de la mobilit\u00e9 et des routes se basent sur un assortiment de plusieurs l\u00e9gislations.<\/p>\n\n\n\n<p>La <a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/1984\/1122_1122_1122\/fr#art_11\" target=\"_blank\" rel=\"noreferrer noopener\">loi sur la protection de l\u2019environnement<\/a> enjoint les autorit\u00e9s concern\u00e9es \u00e0 limiter les mesures prises \u00e0 la source. Et \u00e0 agir de fa\u00e7on pr\u00e9ventive. Selon l\u2019interpr\u00e9tation du Canton. <a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/1987\/338_338_338\/fr#art_13\" target=\"_blank\" rel=\"noreferrer noopener\">l&rsquo;Ordonnance sur la protection contre le bruit<\/a> contraint \u00e0 privil\u00e9gier les strat\u00e9gies qui emp\u00eachent ou r\u00e9duisent la formation du bruit. <\/p>\n\n\n\n<p>Des jurisprudences du Tribunal f\u00e9d\u00e9ral tendent \u00e9galement \u00e0 voir dans la r\u00e9duction de vitesse le meilleur moyen de lutter de fa\u00e7on proportionn\u00e9e contre le bruit. <\/p>\n\n\n\n<p>Plus faciles \u00e0 installer que des rev\u00eatements phonoabsorbants, le remplacement des fen\u00eatres des riverains ou l\u2019\u00e9rection de murs anti-bruits, ces simples panneaux d\u2019indicateur de vitesse ont aussi l\u2019avantage d\u2019\u00eatre moins on\u00e9reux et d\u00e9montables en cas d\u2019obsolescence. <\/p>\n\n\n\n<p>Un principe gagnant-gagnant, en termes de rapport co\u00fbt\/ efficacit\u00e9, somme toute!<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Un probl\u00e8me de sant\u00e9 publique<\/strong><\/h5>\n\n\n\n<p>C\u2019est que le bruit est un fl\u00e9au urbain. Source de stress, de fatigue et de maladie, il provoque non seulement des effets physiologiques, psychiques et sociaux mais se r\u00e9percute aussi sur l\u2019\u00e9conomie. Via la perte de la valeur immobili\u00e8re des immeubles, les co\u00fbts de la sant\u00e9 ou le budget des protections anti-bruits. Or l\u2019argent est bien souvent le nerf de la guerre. <\/p>\n\n\n\n<p>L\u2019\u00e9tude <a href=\"https:\/\/www.colaus-psycolaus.ch\/autres-etudes\/geolaus\/\" target=\"_blank\" rel=\"noreferrer noopener\">GeoLaus<\/a>, d\u00e9marr\u00e9e en 2015,&nbsp; a r\u00e9ussi \u00e0 d\u00e9montrer un lien entre le lieu de vie des personnes souffrant de somnolence diurne et la pollution sonore nocturne due au trafic routier et ferroviaire. L&rsquo;\u00c9tude<a href=\"https:\/\/medicalforum.ch\/fr\/detail\/doi\/fms.2019.03433\" target=\"_blank\" rel=\"noreferrer noopener\"> Sirene<\/a> parvient, elle, aux conclusions qu\u2019<strong>en Suisse, parmi les 20\u2019000 d\u00e9c\u00e8s par an cons\u00e9cutifs \u00e0 des probl\u00e8mes cardiovasculaires, 500 sont dus au bruit<\/strong>, soit deux fois le nombre de morts par accident.<\/p>\n\n\n\n<p>La diminution de la vitesse a un impact significatif sur la perception du bruit. <strong>Passer de 50 \u00e0 30 km\/h am\u00e8ne une diminution de la puissance sonore du trafic de l\u2019ordre de 2 \u00e0 3 d\u00e9cibels. Pour imager, c\u2019est comme si on entendait le bruit de deux fois moins de voitures.<\/strong><\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Pour ou contre: la guerre des gangs!<\/strong><\/h5>\n\n\n\n<p>Sans surprise, droite, gauche, et lobbys s\u2019affrontent \u00e0 grands renforts d\u2019arguments chocs. <\/p>\n\n\n\n<p>Concernant la g\u00e9n\u00e9ralisation du 30 km\/h lausannoise, de jour comme de nuit, <strong>L\u2019UDC et le PLR avancent que cette limitation de vitesse p\u00e9nalise cruellement les commer\u00e7ants, vide le centre-ville, entrave le fonctionnement des services d\u2019urgence et font de l\u2019automobiliste un paria.<\/strong> <\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-accent-color\"><strong>Lire \u00e0 ce sujet notre article sur l\u2019alarme lanc\u00e9e par les pompiers volontaires, <a href=\"https:\/\/issuu.com\/tcsvaud\/docs\/0323_vd_high\" target=\"_blank\" rel=\"noreferrer noopener\">ici<\/a>. <\/strong><\/mark><\/p>\n\n\n\n<p><strong>La gauche, dans sa majorit\u00e9, estime que la mesure est un compromis logique d\u2019am\u00e9lioration de la qualit\u00e9 de vie, de r\u00e9appropriation de l&rsquo;espace public par les habitants. <\/strong>Voire m\u00eame une question de s\u00e9curit\u00e9. En cas d&rsquo;accident, un pi\u00e9ton a six fois plus de chances de survivre si la voiture roule \u00e0 30 km\/h plut\u00f4t qu&rsquo;\u00e0 50. <a href=\"https:\/\/uniondesvilles.ch\/1054\/fr\/developpement-urbain-et-bruit-une-vitesse-maximale-de-30-km-h-doit-devenir-la-norme-dans-villes?share=1\" target=\"_blank\" rel=\"noreferrer noopener\">L\u2019Union des villes suisses<\/a>, qui regroupe 129 localit\u00e9s du pays, aimerait m\u00eame \u00e9tendre la limitation de vitesse \u00e0 30 km\/h dans toutes les agglom\u00e9rations. Un 30 km\/h pour tous, tout le temps.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">La musique d&rsquo;avenir&#8230;<\/h5>\n\n\n\n<p>La discussion sur le coup de frein comme perspective d\u2019avenir a encore de beaux jours devant elle.
